NEIGHBORHOOD STABILIZATION PROGRAM

 

On behalf of the following municipalities, Triad Associates announces that affordable housing units will be developed and available for sale through the New Jersey Department of Community Affairs Neighborhood Stabilization Program and the New Jersey Council on Affordable Housing Program.

Triad Associates has been designated by each of the following municipalities to act as the program Administrative Agent to qualify and assist home buyers through the application process.

Overview
All properties are located in designated NSP Target neighborhoods in the participating municipalities. The properties are currently being rehabilitated to HUD housing standards and specifications for habitability. The rehabilitation may include: roof replacement, new HVAC unit(s), new water heater, new windows (dual pane), insulated exterior doors, new appliances, new flooring, interior and exterior paint, new front yard landscaping, baseboards, additional attic insulation, smoke detectors, and new plumbing and electrical. All units will undergo an inspection for termites and lead based paint. Once rehabilitated, these properties will be sold to eligible homebuyers.

The units will be priced so they are affordable to families that earn between 50% and 120% of the area median income, dependent upon the size of the unit. Each municipality will have a limited number of units available for families with incomes at 50% and 80% of the median. The units will range in price from $68,000 to $170,000. Units will be deed restricted to ensure continued affordability.

Qualifying Income
To be eligible, the gross annual income of your household can not exceed 120% of the area median income (AMI), based on number of persons living in the household. Gross annual income includes, but is not limited to all earned income, as well as income from assets, benefits, child support and alimony for all persons in the household who are 18 years of age or older. Certain units will only be available to households with gross annual incomes that do not exceed 50% or 80% of the area median income, based on number of persons living in the household.


Homebuyer Education Course/Down payment Requirements
It is required that eligible homebuyers complete an eight hour home‐buying counseling course at a HUD approved agency, and secure a thirty (30) year, fixed rate, amortizing loan from a lender. The loan may be a FHA or VA loan. All successful applicants will be required to provide down payment and closing cost funds and agree to maintain the units as the family’s only residence, in accordance with NSP and the New Jersey Council on Affordable Housing (COAH) rules.

How to Apply
If you are interested in applying to purchase one of the affordable units, you must complete a Preliminary Application. Preliminary Applications are currently being accepted; there is no application fee.
Interested persons can call Dawn Genco at Triad Associates, at 856-690-5749 to request a Preliminary Application. Applications are also available on our website (you can either download a preliminary application and simply submit or print a PDF version and mail or fax to our office.

All completed Preliminary Applications must be returned to Triad Associates at 1301 W. Forest Grove Road, Vineland, NJ 08360. Completed Pre-applications can be mailed or faxed to 856-690-5622.

Applicant Selection Process
Approved pre-applicants will be interviewed, complete a full application and matched to units based upon the number of bedrooms needed. Applicants will have twenty (20) days from first notification to submit all required documents and complete the full application process.
